Main news of Donbas: Vague “DPR” budget and scandal in Donetsk region medicine

Reports from the front

Militants violated ceasefire 69 times on January 21 using weapons which are banned by the Minsk agreements. According to ATO Headquarters report the situation in the conflict zone is deteriorating.
Iryna Heraschenko, member of the humanitarian subgroup of the Trilateral contact group at the Minsk talks reported that militants still deny the International Committee of the Red Cross representatives access to captives (on the occupied territories of the Donetsk and Luhansk regions).

News from the territory controlled by Ukrainian government

Press service of the Donetsk regional military and state administration informs that 11 people have died of hypothermia in the region. The report says: “Doctors have registered 171 hypothermia cases. 123 people were hospitalized, 37 people refused from hospitalization. 11 people have died of hypothermia.”

Ihor Butkov, Siverodonetsk town council secretary is the owner and co-owner of not less than 19 enterprises in the Luhansk region and in the annexed Crimea. Besides, Butkov is the founder of two charity organizations and one NGO. On January 20, Valentyn Kazakov, Siverodonetsk mayor, informed Butkov (Siverodonetsk town council secretary) that his activity is to be investigated in accordance with the Bill on Prevention of Corruption.

Test-systems for HIV diagnosis for five regions of Ukraine and for Kyiv were spoilt in Slovyansk. The damage caused has been estimated at 3 mln UAH. This information was presented in a Donbas Public TV reporting. Donetsk regional state administration had appointed Slovyansk a base for storing medicines for HIV diagnosis and treatment for five regions of Ukraine. 

According to Volodymyr Stepanov, chief physician of the clinical hospital, the hospital does not have enough storage space and specialized vehicles to transport expensive drugs. That is why the test-systems were transported by an orninary carrier. At the moment, drugs for HIV for 23 million hryvnyas are kept in the hospital. An investigation has been started by law enforcers on the fact of damaging 3 million hryvnyas worth of drugs.

Reports from the occupied territory

More people have died of ARVI and flu on the occupied territory of the Donetsk region. According to the data of the illegal “DPR” organization, 26 people have died because of swine flu A H1N1 complications. According to the information of the “News of Donbas”, more than 37 people have died.
The real situation is intentionally distorted by “DPR”.

Kateryna Matushchenko, who calls herself “DPR minister of finance”, claimed that “DPR” budget had been approved of for the first quarter of 2016. The document was presented by her as “the budget of the republic”. In 2015, “the budget of the republic” was planned monthly. They decided to plan 2016 budget every quarter.

31,299 people got humanitarian aid on the territory of Pertovskiy district of Donetsk in 2015. On January 15, 2016, 7,380 people were registered at the humanitarian aid distribution point. According to “DPR”, “the  number of people in need has been increasing because of unemployment, closure of businesses, and complicated life circumstances”.
