Main news of Donbas: Local election disrupted in Mariupol and Krasnoarmiysk; trial of Donetsk activist; “DPR” faction “festival”

Artem Furmaniyk, Donetsk activist who is suspected of organizing and taking part in clashes outside Verkhovna Rada on August 31, said in his commentary to the “News of Donbas” that he thinks the decision of the court to prolong his imprisonment for two more months is illegal. It had been reported that on October 24, Pechersk District Court in Kyiv had decided to prolong Furmaniyk's detention for 60 days more. Furmaniyk has spent about two months (since the day of his arrest) in pre-detention centre.

Despite the day of campaign silence (which is determined by a law), pre-election agitation remained on Mariupol streets on October 24.

Spare ballots were found on October 24 in “Priazovsky worker” printing house. The meeting of Mariupol territorial election commission continued in the building where the ballots had been printed.
All 14 members of the commission who are responsible for getting ballots were there.

Spoilt ballots were found as well, they contained a lot of mistakes.

In the building of “Priazovsky worker” printing house, Mariupol territorial election commission members signed the report saying that they could not use the ballots which had been printed by the “Priazovsky worker” printing house. The document was compiled after a stack of 22 unsealed ballots had been discovered. Iryna Yuryna, head of Mariupol territorial election commission called on the members of the commission to recognize the ballots valid. The members of the commission (9 people without the secretary and 3 other members) decided not to accept the ballots which had been printed by “Priazovsky worker” printing house. Once again they accused Iryna Yuryna of blocking the work of the commission.

At 8 a.m. on Sunday, October 25, the local election was launched. Vyacheslav Abroskin, head of the Ministry of Internal Affairs in the Donetsk region, reported that there were 839 district commissions in the Donetsk region, 604 of them had received ballots.

Donetsk Regional Administrative Court decided to cancel the resolution of Krasnoarmiysk Town election commission about printing ballots by an individual  entrepreneur. The Court motivated its decision by the fact that an individual entrepreneur and and enterprize are different legal forms. About 120 thousand ballots had been printed by an individual entrepreneur in one of Kramatorsk printing houses on October 24. They had been ordered by Krasnoarmiysk territorial election commission. The ballots which had been printed in Mariupol were considered invalid as there were mistakes in the names of some political parties who took part in the election.

All polling stations opened in Slovyansk in the morning of October 25.

The election in Mariupol was disrupted as the district commissions did not get the ballots from the town election commission. At some polling stations there was an opportunity to complain in writing of the election disruption.

The Ministry of Internal Affairs of Ukraine claims that they are collecting evidence on the situation with the election documents in Mariupol and they are expecting the General Prosecutor's office to ivestigate the case.

Donetsk regional State Administration reported the disruption of elections in Mariupol and Krasnoarmiysk in the afternoon of October 25. Krasnoarmiysk territorial election commission decided not to hold the election as the court made a verdict that the ballots which had been printed in the town were invalid. Later the Central Election Commission obliged the town election commission to deliver the ballots to the polling stations and to start the election in the town. This decision was taken by the Central Election Commission an hour before the polling stations were to close.

Still the election did not take place in Krasnoarmiysk.

Verkhovna Rada is to appoint the new dates for holding local election in Mariupol and Krasnoarmiysk in the near future.

A mock polling station for internally displaced persons was opened in the office of Donetsk regional state television and radio company. It is known that internally displaced persons  were deprived of the right to vote in this election in Ukraine.

“This is a mock polling station, its aim is to attact the authorities' attention to the fact of  IDPs voicelessness (votelessness)”, said the workers of the TV channel who had to leave the city after the occupation started.

The police observed the fact of bribing voters at one of Kramatorsk polling stations. At the police press service reports, the head of a district election commission addressed them after he had noticed a man taking a photo of his ballot in the booth.

Nataliya Kravchenko's car (she was the head of Lysychansk (the Luhansk region) territorial election commission) was set fire to on the night of October 25. She represents the “Opposition Block” party in the territorial election commission. The civil servant thinks the the aim of the incident was to disrupt the election in the town.

Events on the occupied territory.

Ivan Prikhodko, member of the illegal “DPR” organization, reported the the Western outskirts of Donetsk had been shelled at night.

“A house in Zhabichevo street got burnt as a result of the shelling. A gas pipe in Utkina street 126, Kuybyshevsky district of the capital, was damaged”, said Prikhodko, quoting the separatist site DAN. According to Prikhodko's words, mortars and small arms were used. The shelling stopped at about five a.m.

Makiivka (the Donetsk region) residents have not had heating for 48 hours and there is no water in many districts.

According to the reports of the “DPR” faction sites (Makiivka is under “DPR” control), “there has been a decrease in pressure at the boiler stations in Donetsk and Makiivka which led to the termonation of their work.”

Four Ukrainian coats of arms were dismantled from the “Donbas Water” building in Artema street in the centre of the city. Several dozens of people were watching the process. The dismantled coats of arms were among the last Ukrainian symbols in “DPR”, according to the information of the separatist site DAN.

The photo reporting of a “News of Donbas” journalist from the occupied regional centre shows the faces of Donetsk residents (the illegal “DPR” organization organized a concert there). The event was devoted to propaganda of separatist ideas on the territory of Ukraine. The audience was brought by buses and consisted mostly of college students and budget organizations workers. After the concert the audience gave attibutes back to the building of Voroshylovsky district (central district of Donetsk) council, which is situated in Lenin square.
